Microsoft 365: Introducing Exchange Online Cross-tenant Message Recall
Exchange Online Message Recall now supports cross-tenant recalls, allowing users to recall messages sent to external organizations that have added your tenant to their recall allow list. This expands recall functionality beyond your organization's boundaries.

We're enhancing the Exchange Online Message Recall feature to add support for cross-tenant recalls. Today, you can recall messages only within your organization. Cross-tenant recall will let you recall messages sent to other organizations that add your tenant to their recall allow list.
